Improve the quality of education in Tanzania through System Theory
System Theory can truly improve the quality of education in Tanzania. Firstly, to conceptualizing the quality education, according to Flemish Association for Development Cooperation and Technical Assistance (VVOB), quality education means that which provides all learners with capabilities they require to become economically productive, develop sustainable livelihoods, contribute to peaceful and democratic societies and enhance individual well-being.
The learning outcomes that are required vary according to context but at the end of the basic education cycle must include threshold levels of literacy and numeracy, basic scientific knowledge and life skills including awareness and prevention of disease. Capacity development to improve the quality of teachers and other education stakeholders is crucial throughout this process. Through the application of System Theory, the quality of education in Tanzania can be improved as follows.
Application of communication feature of System Theory (Anold, 2014). Education quality in Tanzania can be improved by applying communication as one of the characteristic of the System Theory. Communication is very vital factor for improving any quality of an entity, as it applies to System Theory, in education there must be flow of information from department to department, educational officers among themselves and other educational stakeholders.
This normally results to transparency and increases accountabilities among officials. As it is explained by the theory, communication takes part through three phases; the system – set of related parts that makes the whole, sub-system – doing the processing and super system – the system that makes other system to work.
Formation of boundaries in education matters
Formation of boundaries in education matters . As it is the feature of the theory, to improve quality of education there must be boundaries between one educational organ and the other. For example, politicians should be limited to invade education-related matters, one department like academic department should be bounded to interfere other department like discipline.
This is one of the feature of System theory described in the communication main feature of system theory (Luhman, 2018). Education quality needs presence of boundaries as the theory explains on the presence of physical boundary, linguistic boundary, systematic boundary and psychological boundary. For example a teacher should have boundary to his or her students to make educational quality achievable.
Goal directedness, this is another very important feature of the System Theory which can be applied in education to bring about better results. For achievement of quality education in Tanzania there should be proper plans towards a designed goals of which when they are attained the quality can be experienced. Goal directedness is associated by feedback.
Through feedback, educational stakeholders can have a time to access themselves and eventually improve the education quality (Albert, 2010). Education can be restructured or improved when there is a feedback upon a certain educational designed goals.
Through proper arrangement of parts of educational sectors and relationship between the sectors. This can be adapted from the holistic view feature of System theory. This feature of the theory explains how small parts of the organization become interrelated so as to make the whole system bigger than its parts (Becvar, 2018).
In order to improve the quality of education in Tanzania, there should the delegation of autonomies to small educational sectorial segments so to bring results to the whole education system in Tanzania. For example, schools should be given an authority to exercise academics matters without direct interference from the higher organs like Ministry of Education.
By making assessment of educational inputs, throughput and output thoroughly. Through drawing the elements of System Theory, the quality of education in Tanzania can be improved. Under these elements education system will requires to access its products within the period of time. For example by adhering on this ideas, graduates will be needed to be accessed after working for some time.
Then feedback should be brought to make farther decision if the graduates accessed did not meet the institutional requirements, this can lead to quality education as it is idealized by the system theory.
